Sharper / more satirical:
He gives the impression of a man who has outsourced his brain to paid subordinates.
More elegant:
He appears to have mistaken the purchase of other people’s intelligence for the possession of his own.
More brutal:
He seems less like a genius than a man who can afford to rent cleverer men.
The phrase “devolved all brain powers/intelligence to other men” is understandable, but in English “outsourced his intelligence” or “delegated his thinking” sounds much more idiomatic.
